Colorado PUC Investigating Solar Financial Incentives

The Colorado Public Utilities Commission’s order approving Public Service’s (Xcel) settlement—Decision No. C11-0304—expressed a need for further examination of “the issues surrounding the on-site solar market in Colorado” and “the costs and benefits of retail renewable distributed generation in the context of the Company’s plans for longer-term compliance with the Renewable Energy Standard (RES).”

Commission Staff has taken initial steps to: research solar PV incentive programs in other jurisdictions, to identify market studies, and to find other analyses relevant to this issue. In addition, the Commission has contracted with The Analysis Group to provide specific policy recommendations for structuring future PV incentive programs.

Therefore, to adequately prepare for future utility regulatory proceedings related to on-site renewable generation, specifically solar PV, the Commission finds that it is appropriate to initiate a miscellaneous docket for the collection of this information, which is attached below.
